One Day National Seminar on “New Education Policy”

Seminar on New Education Policy 2019 was organised by Vivekananda Law College Puttur on 23 November 2019 from 10.00 a.m. to 4.00 p.m. 17 Resource Persons and 300 delegates participated in this seminar. The main issues discussed in this seminar was New education Policy 2019: An Evaluation

1. Three benchmarks of evaluation: Constitutional values, Alignment with research-informed principles of education, India’s indigenous thinking/philosophy of education.

2. Five levels of the process of policy formulation and implementation: Philosophy, Values, Principles, Policy, Programs

3. Philosophy: Indian culture’s worldview as enunciated by Swami Vivekananda and Sri Aurobindo

4. Values: Continuation of the values articulated by the education policy of 1986

5. Principles: learning to know, learning to do, learning to live together, learning to be

6. Policy dimensions formulated in the NEP 2019: Vision, Heritage, Continuity, Global Alignment, Integrated Approach, Liberal Arts Approach, High Quality Research, Transformation, National development, Implement in Spirit and Intent

7. Vision: Universal Declaration of Human Rights; the Right to Education, Full Development of Human Personality

8. Heritage: Dance, Music, Fine Arts, Architecture, Textiles, Languages, Food, Yoga, Ayurveda

9. Continuity: No effort to politicize; Why education Policy 2019? Ten values of 1986 and Ten thrust areas of 2019

10. Global Alignment: SDG to provide inclusive and equitable quality education and promote life-long learning opportunities for all

11. Integrated approach: Introduction of liberal arts and vocational education at the secondary stage of education; Multiple entry and exit options

12. Liberal arts approach: Blend of creative and analytical thinking

13. High Quality Research: National Research Foundation

14. Transformation of the System: School complexes, three types of autonomy to institutions, multi-disciplinary study; three types of HEIs; Separation of five functions: Regulation, Provision of Education, Accreditation, Funding, and Standard Setting

15. National development: designing education to facilitate economic development

16. Implementation in Spirit and of Intent: Acknowledgement of the contribution of the private institutions; Strengthening the public infrastructure; curtailing the menace and possibility of conversion of education into a profiteering, rent-seeking business

Hon’ble Justice Aravind Kumar, Judge of Karnataka High Court, Bangalore inaugurated the Seminar and Dr.O.V.Nandimutt, former Registrar and Professor of Law, National Law School of India University, Bangalore and Dr.Nandan Prabhu, and eminent Educationist from MAHE, Manipal delivered the key note address and then in the Technical Sessions 17 Law Professors and 10 Students presented the report.

In the valedictory Address Sri Ram Mohan Rao a senior and a doyen in the field of law delivered the valedictory address.
